বিশ্বে রাজনীতি ও ভূরাজনৈতিক সম্পর্ক এখন এক ভিন্ন মোড়ে চলে এসেছে। আমেরিকার বর্তমান প্রশাসন ‘আমেরিকা ফার্স্ট’ নীতি গ্রহণ করেছে। দীর্ঘদিনের পথচলার সঙ্গী ইউরোপের প্রতি অবজ্ঞা ও অবহেলার মনোভাব দেখাচ্ছে। এ প্রেক্ষাপটে ইউরোপের জন্য এক নতুন বাস্তবতা তৈরি হয়েছে। মূল কারণ হলো ইউক্রেন যুদ্ধ। এ যুদ্ধের কারণেই ইউরোপীয় দেশগুলোর নিরাপত্তা ও কৌশলগত অবস্থান এখন বড় এক চ্যালেঞ্জের মুখোমুখি। ট্রাম্প প্রশাসনের নেতৃত্বে আমেরিকার ভূমিকা ও প্রভাব ইউরোপের ওপর কমে আসছে। ফলে ইউরোপকে নিজস্ব নিরাপত্তাব্যবস্থা গড়ে তোলার দিকে নজর দিতে হচ্ছে। এই পরিস্থিতিতে ইউরোপীয় দেশগুলোর সামনে কঠিন প্রশ্ন— তারা কি একলা চলবে, নাকি তাদের উচিত আমেরিকার নেতৃত্বের ওপর ভর করা? অন্যদিকে আমেরিকা কি ইউরোপকে বাদ দিয়ে নিজে ভালো থাকতে পারবে? বিশ্বব্যাপী যুক্তরাষ্ট্র ও ইউরোপের এই পরিস্থিতি নিয়েই এ প্রতিবেদন।
আমেরিকা ফার্স্ট নীতি

ইউরোপকে চাপ

ইউরোপ কী করবে
ইউরোপের এখন সবচেয়ে জরুরি কাজ হলো নিজেদের সামরিক শক্তি ও প্রতিরক্ষা ব্যবস্থা শক্তিশালী করা। বিশেষ করে আকাশ প্রতিরক্ষা, সাইবার নিরাপত্তা ও পারমাণবিক অস্ত্রশক্তি গড়ে তোলা প্রয়োজন। ইউরোপের দেশগুলোর মধ্যে এখনও ঐক্যবদ্ধ সামরিক পরিকল্পনা বা কৌশল নেই, যা তাদের জন্য ভবিষ্যতের বড় বিপদ। তারা যদি একে অপরের সঙ্গে সমন্বয় না করে, তাহলে ইউরোপীয় নিরাপত্তা বড় ধরনের হুমকির মুখে পড়বে। ইউরোপের প্রতিরক্ষা শক্তি তৈরির জন্য অর্থনৈতিক বিনিয়োগ ও দীর্ঘমেয়াদি কৌশলগত পরিকল্পনা অত্যন্ত জরুরি। সঠিক প্রস্তুতি ও পরিকল্পনা ছাড়া ইউরোপের ভবিষ্যৎ নিরাপত্তা অন্ধকার হতে পারে।
রাশিয়ার প্রভাব

আমেরিকার ভূমিকা কমছে
আমেরিকা ফার্স্ট নীতির কারণে বিশ্বে আমেরিকার নেতৃত্বের ভূমিকা কমছে। শুধু ইউরোপ নয়, আমেরিকা তাদের এই নীতির কারণে আন্তর্জাতিক সহযোগিতা ও সংহতির প্রতি অবজ্ঞা প্রকাশ করা হচ্ছে। যেমন, প্যারিস জলবায়ু চুক্তি এবং ইরান পারমাণবিক চুক্তি থেকে বেরিয়ে গেছে আমেরিকা। ফলে স্বাভাবিকভাবেই বিশ্বের অন্যান্য দেশ বিশেষ করে চীন ও রাশিয়া তাদের অবস্থান শক্তিশালী করছে।
এই নীতির ফলে ইউরোপের বাইরেও ঐতিহ্যবাহী মিত্র দেশগুলোর সঙ্গে সম্পর্কের অবনতি ঘটিয়েছে। ইউরোপ ও অন্যান্য দেশগুলো এখন একা তাদের নিরাপত্তা ও স্বার্থ রক্ষা করার চেষ্টা করছে। কারণ তারা হাড়ে হাড়ে টের পাচ্ছে, আমেরিকা তাদের পাশে নেই। এর ফলে আন্তর্জাতিক সম্পর্কের মধ্যে অস্থিরতা সৃষ্টি হয়েছে। আর এ অস্থিরতার কারণে ভবিষ্যতে আমেরিকার জন্য বিপদ ডেকে আনতে পারে। এ ছাড়া আমেরিকা ফার্স্ট নীতি বিশ্ব বাণিজ্যের ওপরও নেতিবাচক প্রভাব ফেলেছে। বাণিজ্যযুদ্ধের ফলে বিশ্বের বিভিন্ন বাজার অস্থির হয়ে উঠেছে। এটি আমেরিকার অর্থনৈতিক প্রবৃদ্ধিতেও বাধা সৃষ্টি করতে পারে। কারণ আন্তর্জাতিক বাণিজ্য সম্পর্কের ক্ষতি হলে, আমেরিকার অর্থনীতিও ক্ষতিগ্রস্ত হতে পারে।

Pressure on Europe
America is now increasing pressure on Europe to ensure the security of Ukraine.
